About Us

The Northeast Public Health Alliance (NEPHA) is a public health excellence shared services group comprised of the Boards of Health/Health Departments in Billerica, Chelmsford, Tewksbury, and Tyngsborough, Massachusetts.

Established in 2021, the communities within our Alliance have been working together on various public health planning. NEPHA meets monthly to develop and strengthen regional programming, share information, resources, develop policies, and manage shared services. The Alliance also works together on other public health initiatives, including, but not limited to substance abuse prevention, mental health, and inspectional services.

Our Vision

We envision a thriving regional community where all residents, visitors, and businesses live healthy, fulfilling lives and have equitable opportunities and resources, leading to optimal health and social-emotional well-being.

Public Health Excellence Shared Services

The Office of Local and Regional Health promotes and supports the development of inter-municipal shared service agreements that contribute to local public health capacity. As a PHE Grantee, NEPHA pools resources and expertise to improve compliance with statutory and regulatory mandates, and expands the public health protections and services offered to residents of all four communities.


The North East Public Health Alliance collaborates to ensure the wellness of their communities by providing prevention-based educational programs and inspectional services based on their assessed needs and the requirements of state law.
